Philippine rules put the legal age for online betting at a firm 21. Not 18. No exceptions for “just trying it”.

Barred Adults Too: Legal Age for Online Betting Is the Start

Five groups are kept out of casinos and every online platform, per PAGCOR’s responsible gaming page:

1. Persons under 21.
2. Government officials and employees: national, local, autonomous regional, state and local universities and colleges, and GOCCs with original charters.
3. Members of the AFP and the PNP.
4. Names on the NDRP. That is the restricted-persons database PAGCOR keeps.
5. People who work for a licensee or carry a Gaming Employment License.

PAGCOR cites PD 1869 as amended by RA 9487 for the age rule. Its Responsible Gaming Code of Practice also makes operators display a 21-and-over tag line.

E-Sabong: Suspended Since 2022

The short history:

1. 3 May 2022. A nationwide suspension of e-sabong is put in place on President Duterte’s order.
2. 28 December 2022. President Marcos signs Executive Order 9, directing the continued suspension.
3. What it covers. Live cockfight streams from outside a cockpit, plus remote or online bets on those fights, no matter where the platform sits.
4. What it leaves alone. Traditional cockfights licensed under existing laws.
5. September 2024. PAGCOR’s chairman says there are no plans to revive e-sabong.

There is no legal online route to bet on a cockfight today. A site that offers one is offering a suspended activity.

Barring Yourself or a Family Member

The same rules that bar some adults also let a player bar their own play.

By PAGCOR’s account, an exclusion covers every site it operates and every site it licenses. Excluded persons go on the NDRP, the same database that bars play.

Red flags to watch for

1. No age check, or an age below 21. A lobby that lets an under-21 through is not following PAGCOR’s rule.

3. “Licensed” with no name to search. Real listings name an entity and domains; search them in PAGCOR’s PDFs.
